高職院校共享工廠產教融合運行模式研究

一、共享工廠的內涵

共(gong)(gong)(gong)享(xiang)(xiang)工(gong)廠(chang)是共(gong)(gong)(gong)享(xiang)(xiang)經濟在(zai)生(sheng)(sheng)(sheng)(sheng)產(chan)(chan)領域的(de)(de)創新(xin)與實(shi)踐,是落(luo)實(shi)共(gong)(gong)(gong)享(xiang)(xiang)制(zhi)造的(de)(de)實(shi)踐載(zai)體。共(gong)(gong)(gong)享(xiang)(xiang)工(gong)廠(chang)主要指的(de)(de)是借助互聯(lian)網(wang)平(ping)臺(tai),通(tong)過工(gong)廠(chang)分享(xiang)(xiang)生(sheng)(sheng)(sheng)(sheng)產(chan)(chan)線空檔期,實(shi)現企(qi)(qi)業(ye)閑置資源高(gao)效利用(yong)的(de)(de)新(xin)型生(sheng)(sheng)(sheng)(sheng)產(chan)(chan)模式。而本文的(de)(de)共(gong)(gong)(gong)享(xiang)(xiang)工(gong)廠(chang)是在(zai)生(sheng)(sheng)(sheng)(sheng)產(chan)(chan)資源共(gong)(gong)(gong)享(xiang)(xiang)基礎上的(de)(de)進(jin)一(yi)步(bu)改進(jin)和(he)升華(hua),主要是指企(qi)(qi)業(ye)和(he)高(gao)職(zhi)院校共(gong)(gong)(gong)同將設備、技(ji)術(shu)、人才等眾(zhong)多生(sheng)(sheng)(sheng)(sheng)產(chan)(chan)資源和(he)社會資源放置在(zai)一(yi)個(ge)平(ping)臺(tai)上,實(shi)現基于生(sheng)(sheng)(sheng)(sheng)產(chan)(chan)資源的(de)(de)人、財、物(wu)、事(shi)的(de)(de)加速(su)流通(tong),達到(dao)校企(qi)(qi)資源的(de)(de)有(you)效配置,使得(de)校企(qi)(qi)雙方真正地(di)緊密連接在(zai)一(yi)起,形成具有(you)大(da)規模分工(gong)協作(zuo)、價值共(gong)(gong)(gong)享(xiang)(xiang)、利益分擔(dan)等特征的(de)(de)新(xin)型產(chan)(chan)業(ye)生(sheng)(sheng)(sheng)(sheng)態系統。

二、基于利益共同體的共建:共享工廠構建的基礎

1.共享工廠使校企成為利益共同(tong)體

高職(zhi)院校(xiao)和行業企(qi)業命運共同(tong)體(ti)的(de)(de)(de)構(gou)建難(nan)題在于(yu)(yu)各(ge)(ge)方利(li)益(yi)(yi)訴求的(de)(de)(de)平衡(heng)。依據利(li)益(yi)(yi)相關(guan)者理論,作(zuo)(zuo)為相關(guan)利(li)益(yi)(yi)主(zhu)體(ti),政府(fu)、企(qi)業、高職(zhi)院校(xiao)等構(gou)成了(le)高職(zhi)教育復雜的(de)(de)(de)利(li)益(yi)(yi)相關(guan)者系統(tong)。一方面(mian),在這(zhe)一系統(tong)中,各(ge)(ge)個利(li)益(yi)(yi)主(zhu)體(ti)均有不(bu)同(tong)的(de)(de)(de)“特殊利(li)益(yi)(yi)”。政府(fu)層面(mian)的(de)(de)(de)利(li)益(yi)(yi)需(xu)求主(zhu)要在于(yu)(yu)獲(huo)得社(she)(she)會(hui)效益(yi)(yi),促進社(she)(she)會(hui)發展(zhan);企(qi)業層面(mian)的(de)(de)(de)利(li)益(yi)(yi)需(xu)求在于(yu)(yu)獲(huo)得經(jing)(jing)濟效益(yi)(yi),提(ti)(ti)升(sheng)社(she)(she)會(hui)影響力;高職(zhi)院校(xiao)層面(mian)的(de)(de)(de)利(li)益(yi)(yi)需(xu)求在于(yu)(yu)提(ti)(ti)高人才培養質(zhi)量,獲(huo)得良(liang)好的(de)(de)(de)社(she)(she)會(hui)聲(sheng)譽。另一方面(mian),各(ge)(ge)個利(li)益(yi)(yi)主(zhu)體(ti)又有相同(tong)的(de)(de)(de)“普遍(bian)利(li)益(yi)(yi)”,即培育人才、服務(wu)社(she)(she)會(hui)。各(ge)(ge)個主(zhu)體(ti)緊密聯(lian)系、共同(tong)合作(zuo)(zuo),進行科研開(kai)發并加以(yi)轉化,實現育人效益(yi)(yi)、經(jing)(jing)濟效益(yi)(yi)與社(she)(she)會(hui)效益(yi)(yi)。

因此,共享工廠模式下,各個相關(guan)主(zhu)體利益交融、資源共享,成為(wei)目(mu)標(biao)不同、密不可(ke)分、互為(wei)依存、各取(qu)所需的利益共同體。

2.利益共(gong)同體共(gong)建、共(gong)享工廠

利益(yi)共同(tong)體應以穩定性(xing)與(yu)(yu)長久性(xing)的(de)合(he)作為原則,因此(ci),高職(zhi)院校應爭取與(yu)(yu)行業領先(xian)、技術先(xian)進的(de)企(qi)業成為合(he)作伙(huo)伴,及時(shi)獲取產業發(fa)展信(xin)息,接(jie)觸新型設(she)備,掌握(wo)前沿(yan)技術,以保證共享工廠的(de)穩定運(yun)行。

(1)利益共(gong)同體共(gong)同投資建廠(chang)。

第一,校企共(gong)(gong)同出(chu)資,采用混合所有(you)制(zhi)經濟形式,建(jian)立(li)具有(you)獨(du)立(li)法人(ren)地位的(de)(de)共(gong)(gong)享(xiang)(xiang)工(gong)(gong)廠。依據《公司法》等(deng)國家相關法律規(gui)定,在政(zheng)府政(zheng)策支持下,高職院校提供(gong)(gong)教(jiao)師、學(xue)生(sheng)(sheng)等(deng)人(ren)力資源及教(jiao)學(xue)場(chang)地,企業提供(gong)(gong)資金、場(chang)地、生(sheng)(sheng)產線等(deng)生(sheng)(sheng)產必需(xu)資源,共(gong)(gong)同建(jian)設(she)(she)(she)自主(zhu)經營、自負盈(ying)虧(kui)的(de)(de)共(gong)(gong)享(xiang)(xiang)工(gong)(gong)廠。第二,校企雙方共(gong)(gong)同參(can)與(yu)共(gong)(gong)享(xiang)(xiang)工(gong)(gong)廠的(de)(de)設(she)(she)(she)計與(yu)建(jian)設(she)(she)(she)。企業負責(ze)共(gong)(gong)享(xiang)(xiang)工(gong)(gong)廠廠房的(de)(de)硬件設(she)(she)(she)計、生(sheng)(sheng)產設(she)(she)(she)備的(de)(de)采購與(yu)安(an)裝、生(sheng)(sheng)產流程的(de)(de)調(diao)試與(yu)運(yun)行等(deng)工(gong)(gong)作。高職院校參(can)與(yu)共(gong)(gong)享(xiang)(xiang)工(gong)(gong)廠的(de)(de)布局(ju)設(she)(she)(she)計、功能規(gui)劃(hua)、系(xi)統調(diao)試等(deng)工(gong)(gong)作,校企共(gong)(gong)同參(can)與(yu)完(wan)成交付時的(de)(de)驗收(shou)。

(2)利益共(gong)同體共(gong)同分(fen)配利益。

第(di)一,校(xiao)企雙(shuang)方的(de)投資比(bi)例決定共(gong)享(xiang)工(gong)廠的(de)利潤分(fen)配(pei)比(bi)例。第(di)二(er),共(gong)享(xiang)工(gong)廠應建立(li)合(he)理的(de)利益(yi)分(fen)配(pei)制(zhi)度。共(gong)享(xiang)工(gong)廠應以尊重各個主體的(de)利益(yi)訴求為(wei)基礎(chu),以完善的(de)財務管(guan)理制(zhi)度為(wei)保(bao)障,以合(he)理的(de)人事安排(pai)制(zhi)度為(wei)依據(ju),科學(xue)制(zhi)訂工(gong)廠人員(yuan)聘用、績效考核、收益(yi)分(fen)配(pei)等相關制(zhi)度,實現人、財、物資源的(de)合(he)理分(fen)配(pei)。

三、基于治理共同體的共治:共享工廠運行的保障

1.混編團(tuan)隊構成治理(li)共同體

共(gong)享(xiang)(xiang)工廠(chang)采用混合所有制形式(shi),由高職院校與企(qi)業共(gong)同生產經營、共(gong)同育人,共(gong)享(xiang)(xiang)收益(yi)、共(gong)擔風(feng)險,構成命運共(gong)同體(ti)。多元(yuan)的(de)主體(ti)決定了各自(zi)擁有不同的(de)利(li)(li)益(yi),必(bi)然產生矛盾與沖(chong)突。探索權利(li)(li)在多元(yuan)主體(ti)中(zhong)的(de)分配與平衡,實現多元(yuan)利(li)(li)益(yi)相關者目標一致、合力前行(xing),就必(bi)須構建治理共(gong)同體(ti)。

治(zhi)理(li)共(gong)同(tong)體(ti),即治(zhi)理(li)主(zhu)體(ti)形成共(gong)同(tong)理(li)念,構建共(gong)同(tong)目標,制(zhi)訂完善制(zhi)度(du)(du),采取(qu)一致(zhi)行(xing)動,從而實現(xian)治(zhi)理(li)的現(xian)代化。治(zhi)理(li)共(gong)同(tong)體(ti)的構建,有助于建立共(gong)同(tong)的價值信(xin)(xin)仰,統一不同(tong)治(zhi)理(li)主(zhu)體(ti)的思(si)想,從而對整個團隊(dui)進(jin)行(xing)認同(tong),提升(sheng)治(zhi)理(li)的信(xin)(xin)度(du)(du)與效(xiao)度(du)(du)。

共享(xiang)工(gong)(gong)廠治理共同體(ti)的(de)(de)構建,在(zai)主體(ti)上實(shi)(shi)行校企雙(shuang)方員工(gong)(gong)的(de)(de)混編;在(zai)人(ren)員聘用上實(shi)(shi)行競聘制度(du)。在(zai)制訂相關競聘上崗制度(du)的(de)(de)基礎(chu)上,校企員工(gong)(gong)自愿申(shen)報(bao),公平(ping)競爭(zheng),成為共享(xiang)工(gong)(gong)廠的(de)(de)管理者(zhe),實(shi)(shi)現混編團隊對共享(xiang)工(gong)(gong)廠的(de)(de)共治。

2.通過管(guan)理體制樹立治理責任(ren)

(1)注(zhu)重(zhong)獨立法人地位(wei)的確立。

這也是共(gong)享工(gong)廠實現現代化(hua)治理(li)的(de)重要(yao)支撐(cheng)。政府應出臺相關政策(ce),允許共(gong)享工(gong)廠以獨立(li)法(fa)人實體的(de)資(zi)格進(jin)行注冊,在法(fa)律(lv)上(shang)承(cheng)認共(gong)享工(gong)廠獨立(li)的(de)法(fa)人資(zi)格,賦予(yu)其充(chong)分的(de)自主權。

(2)理事(shi)會領導、廠長負責的管理體制。

理(li)事(shi)會(hui)(hui)主要(yao)負(fu)責(ze)工(gong)(gong)廠(chang)(chang)大(da)體(ti)方向把控、重大(da)事(shi)宜決策、章(zhang)程(cheng)(cheng)制訂(ding)修訂(ding)等(deng)(deng)重要(yao)事(shi)務(wu)。理(li)事(shi)會(hui)(hui)召開董事(shi)會(hui)(hui)議(yi),對共(gong)(gong)享工(gong)(gong)廠(chang)(chang)的(de)(de)生產(chan)項(xiang)目、高(gao)職(zhi)院校人才培(pei)養模式、廠(chang)(chang)內實習實訓(xun)項(xiang)目等(deng)(deng)事(shi)宜進(jin)行研討決定。共(gong)(gong)享工(gong)(gong)廠(chang)(chang)的(de)(de)廠(chang)(chang)長職(zhi)位,一(yi)般從行業(ye)企業(ye)中既有(you)管理(li)經驗(yan)又有(you)專業(ye)知識背(bei)景的(de)(de)人士中進(jin)行選(xuan)聘,其(qi)主要(yao)職(zhi)責(ze)范圍(wei)為(wei)(wei)執行理(li)事(shi)會(hui)(hui)決議(yi)、負(fu)責(ze)工(gong)(gong)廠(chang)(chang)日常運(yun)行管理(li)。副廠(chang)(chang)長由高(gao)職(zhi)院校中熟悉教學(xue)流程(cheng)(cheng)、具(ju)有(you)教學(xue)管理(li)專長的(de)(de)教師(shi)擔任,其(qi)主要(yao)職(zhi)責(ze)范圍(wei)為(wei)(wei)工(gong)(gong)廠(chang)(chang)內教學(xue)計劃的(de)(de)制訂(ding)、課(ke)程(cheng)(cheng)體(ti)系(xi)確立、教學(xue)項(xiang)目安排(pai)等(deng)(deng)。廠(chang)(chang)長與副廠(chang)(chang)長嚴(yan)格執行理(li)事(shi)會(hui)(hui)決議(yi),共(gong)(gong)同(tong)保障共(gong)(gong)享工(gong)(gong)廠(chang)(chang)的(de)(de)日常運(yun)行,實現人才培(pei)育與工(gong)(gong)廠(chang)(chang)效益的(de)(de)共(gong)(gong)生共(gong)(gong)長。

4.共用彼此設施(shi),共享(xiang)物力資源

高(gao)(gao)職院校的(de)物(wu)力(li)(li)資(zi)源(yuan)包括教(jiao)學(xue)(xue)科研用(yong)具、教(jiao)學(xue)(xue)辦公場(chang)所、實(shi)訓儀器設(she)備、圖書資(zi)源(yuan)、校園(yuan)場(chang)地。企(qi)業的(de)物(wu)力(li)(li)資(zi)源(yuan)包括生產設(she)備、生產工(gong)藝、建筑物(wu)等。只有高(gao)(gao)職院校與合作企(qi)業將彼(bi)此的(de)物(wu)力(li)(li)資(zi)源(yuan)實(shi)現共享,才能提高(gao)(gao)物(wu)力(li)(li)資(zi)源(yuan)的(de)利用(yong)率,降(jiang)低育人成(cheng)本與生產成(cheng)本。

(1)合作企業可共享(xiang)高(gao)職院校(xiao)的物力資源。

第一,共享工廠(chang)(chang)部(bu)分部(bu)門(men)可(ke)設(she)置于高職院(yuan)(yuan)校內。共享工廠(chang)(chang)作為(wei)一個實(shi)體,應(ying)具(ju)備工廠(chang)(chang)正常(chang)運(yun)轉所需的(de)(de)生(sheng)產部(bu)門(men)、采(cai)購部(bu)門(men)、技(ji)術部(bu)門(men)、銷售部(bu)門(men)等(deng)(deng)(deng)各(ge)個組織(zhi)結構。若將與(yu)生(sheng)產密切相關(guan)的(de)(de)部(bu)門(men)如技(ji)術部(bu)、生(sheng)產部(bu)設(she)置在(zai)共享工廠(chang)(chang)內,將人力(li)資(zi)(zi)(zi)源(yuan)部(bu)、培訓部(bu)等(deng)(deng)(deng)培訓相關(guan)部(bu)門(men)設(she)置在(zai)學校內,有利(li)于資(zi)(zi)(zi)源(yuan)的(de)(de)有效整合與(yu)充分利(li)用(yong)。培訓相關(guan)部(bu)門(men)能夠(gou)共享高職院(yuan)(yuan)校擁有的(de)(de)教學儀器、教學場地、教學環境等(deng)(deng)(deng)優勢資(zi)(zi)(zi)源(yuan),減輕工廠(chang)(chang)在(zai)教學設(she)施(shi)設(she)備方面的(de)(de)投資(zi)(zi)(zi)負擔,降低運(yun)作成本。第二(er),企(qi)業員工可(ke)共享高職院(yuan)(yuan)校的(de)(de)圖書(shu)資(zi)(zi)(zi)源(yuan)、體育設(she)施(shi)等(deng)(deng)(deng)資(zi)(zi)(zi)源(yuan),以提(ti)高資(zi)(zi)(zi)源(yuan)利(li)用(yong)率(lv)。

(2)共享工(gong)廠(chang)成為高(gao)職(zhi)院校的實踐教(jiao)學基(ji)地(di)。
