職教專業動態調整 切忌“一哄而上”“一撤了之”

2016年(nian)(nian),教育部頒發《普通高等(deng)學校高等(deng)職(zhi)業(ye)教育(專(zhuan)(zhuan)科)專(zhuan)(zhuan)業(ye)設(she)(she)(she)置(zhi)(zhi)管(guan)理辦法》,電競(jing)(jing)專(zhuan)(zhuan)業(ye)隨之(zhi)成為高職(zhi)院校新設(she)(she)(she)專(zhuan)(zhuan)業(ye)。全國(guo)(guo)職(zhi)業(ye)院校專(zhuan)(zhuan)業(ye)設(she)(she)(she)置(zhi)(zhi)管(guan)理與公(gong)共(gong)信息服(fu)務平臺信息顯示,2017年(nian)(nian)全國(guo)(guo)有(you)17所高職(zhi)院校開(kai)設(she)(she)(she)電競(jing)(jing)專(zhuan)(zhuan)業(ye),并在之(zhi)后的(de)4年(nian)(nian)內(nei)迅速增加。筆者以(yi)為,不單(dan)是電競(jing)(jing)專(zhuan)(zhuan)業(ye),高職(zhi)院校不少專(zhuan)(zhuan)業(ye)設(she)(she)(she)置(zhi)(zhi)存(cun)在“一哄而上”或“一撤(che)了之(zhi)”的(de)問題,難以(yi)充分發揮(hui)職(zhi)業(ye)教育對于區域產(chan)業(ye)經濟發展的(de)推動作(zuo)用。

職(zhi)業(ye)教(jiao)育(yu)作為培養高(gao)素質技術技能(neng)人才的重要(yao)途徑,是(shi)開發人力資源最直(zhi)接、快(kuai)速的教(jiao)育(yu)類型(xing),是(shi)連接教(jiao)育(yu)與(yu)職(zhi)業(ye)、專業(ye)與(yu)產業(ye)、學(xue)校(xiao)與(yu)企業(ye)的橋梁,與(yu)區域產業(ye)經濟發展和就業(ye)有(you)著密切關聯。

專(zhuan)(zhuan)業(ye)(ye)是引領(ling)高職(zhi)院(yuan)校發(fa)展的(de)龍頭,專(zhuan)(zhuan)業(ye)(ye)建設(she)水(shui)平(ping)直接影響高職(zhi)院(yuan)校辦學質(zhi)量及人才培養質(zhi)量,完善(shan)職(zhi)業(ye)(ye)教(jiao)育專(zhuan)(zhuan)業(ye)(ye)設(she)置(zhi)是提(ti)升(sheng)高職(zhi)院(yuan)校專(zhuan)(zhuan)業(ye)(ye)建設(she)水(shui)平(ping)的(de)核心要求(qiu)。讓(rang)專(zhuan)(zhuan)業(ye)(ye)設(she)置(zhi)適(shi)應區域經濟發(fa)展需求(qiu),建立專(zhuan)(zhuan)業(ye)(ye)動(dong)態調(diao)整機制(zhi),對(dui)賦能高職(zhi)院(yuan)校高質(zhi)量發(fa)展具有重(zhong)要意義(yi)。

高職院(yuan)校(xiao)(xiao)(xiao)要以(yi)深(shen)化(hua)產(chan)(chan)(chan)(chan)(chan)教(jiao)融(rong)(rong)(rong)合(he)、校(xiao)(xiao)(xiao)企(qi)合(he)作(zuo)為目標(biao),提高專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)與產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)需求(qiu)適(shi)配度。一是精準規劃專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye),以(yi)區域(yu)性、地(di)方(fang)(fang)性的(de)(de)產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)結(jie)(jie)(jie)構需求(qiu)為引(yin)領,明確自(zi)身定位(wei)、突(tu)出辦(ban)學(xue)(xue)特色,實現(xian)專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)與產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)無縫(feng)對接,適(shi)配當(dang)地(di)經濟社會發(fa)(fa)展(zhan),形(xing)成同市場需求(qiu)相適(shi)應(ying)、同產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)結(jie)(jie)(jie)構相匹(pi)配的(de)(de)現(xian)代職業(ye)(ye)(ye)(ye)(ye)教(jiao)育(yu)結(jie)(jie)(jie)構和(he)(he)區域(yu)布局。二是深(shen)化(hua)產(chan)(chan)(chan)(chan)(chan)教(jiao)融(rong)(rong)(rong)合(he),創(chuang)新(xin)校(xiao)(xiao)(xiao)企(qi)合(he)作(zuo)模(mo)式(shi)。產(chan)(chan)(chan)(chan)(chan)教(jiao)融(rong)(rong)(rong)合(he)是現(xian)代職業(ye)(ye)(ye)(ye)(ye)教(jiao)育(yu)的(de)(de)基本特征和(he)(he)最(zui)大(da)優勢。高職院(yuan)校(xiao)(xiao)(xiao)應(ying)積極打(da)造(zao)(zao)校(xiao)(xiao)(xiao)企(qi)合(he)作(zuo)共同體,推動(dong)建立政府、學(xue)(xue)校(xiao)(xiao)(xiao)、行業(ye)(ye)(ye)(ye)(ye)、企(qi)業(ye)(ye)(ye)(ye)(ye)四方(fang)(fang)聯動(dong)合(he)作(zuo)機制,創(chuang)新(xin)集團化(hua)辦(ban)學(xue)(xue)、引(yin)企(qi)入校(xiao)(xiao)(xiao)、企(qi)業(ye)(ye)(ye)(ye)(ye)辦(ban)學(xue)(xue)等(deng)模(mo)式(shi),與企(qi)業(ye)(ye)(ye)(ye)(ye)共建新(xin)型學(xue)(xue)徒制專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye),開發(fa)(fa)定制化(hua)專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye),全方(fang)(fang)位(wei)融(rong)(rong)(rong)合(he)人才培養和(he)(he)產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)需求(qiu),實現(xian)“產(chan)(chan)(chan)(chan)(chan)學(xue)(xue)研用”一體化(hua)發(fa)(fa)展(zhan)。三(san)是緊跟(gen)(gen)產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)發(fa)(fa)展(zhan)趨(qu)勢,推動(dong)專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)創(chuang)新(xin)升(sheng)級。部分(fen)高職院(yuan)校(xiao)(xiao)(xiao)專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)設置存在傳統、老舊、單一等(deng)問(wen)題,要緊跟(gen)(gen)數字化(hua)時代產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)發(fa)(fa)展(zhan)趨(qu)勢,大(da)力推動(dong)專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)設置向服務智能制造(zao)(zao)等(deng)方(fang)(fang)向轉型升(sheng)級,及時設置新(xin)興專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)、緊缺專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye),拓(tuo)展(zhan)新(xin)的(de)(de)專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)方(fang)(fang)向,促進專(zhuan)(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)鏈(lian)、人才鏈(lian)與產(chan)(chan)(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(ye)鏈(lian)、創(chuang)新(xin)鏈(lian)緊密結(jie)(jie)(jie)合(he)。

強化政府(fu)責(ze)任,實現政府(fu)指導性和(he)院(yuan)校自(zi)(zi)主性有機(ji)結(jie)合(he)。政府(fu)宏觀(guan)指導與院(yuan)校自(zi)(zi)主調(diao)節(jie)是優化專(zhuan)業(ye)(ye)(ye)設(she)(she)(she)置(zhi)不可或(huo)缺(que)的兩大要(yao)素。一(yi)方(fang)面(mian),政府(fu)須(xu)主動(dong)發揮(hui)宏觀(guan)調(diao)控作用,站(zhan)在(zai)區域經濟發展一(yi)體化角(jiao)度,以專(zhuan)業(ye)(ye)(ye)設(she)(she)(she)置(zhi)為重(zhong)要(yao)推動(dong)力,統籌整(zheng)合(he)技術、產(chan)(chan)業(ye)(ye)(ye)、就業(ye)(ye)(ye)、教育(yu)等各方(fang)需求,積極構建高職(zhi)(zhi)院(yuan)校專(zhuan)業(ye)(ye)(ye)設(she)(she)(she)置(zhi)與地(di)方(fang)產(chan)(chan)業(ye)(ye)(ye)鏈對接機(ji)制(zhi),為高職(zhi)(zhi)院(yuan)校專(zhuan)業(ye)(ye)(ye)設(she)(she)(she)置(zhi)提供科學有效指導。另一(yi)方(fang)面(mian),高職(zhi)(zhi)院(yuan)校應充分發揮(hui)自(zi)(zi)主性,依照(zhao)相關(guan)規定對專(zhuan)業(ye)(ye)(ye)方(fang)向進行(xing)自(zi)(zi)主設(she)(she)(she)置(zhi)和(he)調(diao)整(zheng)。做(zuo)好頂層設(she)(she)(she)計,從專(zhuan)業(ye)(ye)(ye)設(she)(she)(she)置(zhi)角(jiao)度突出辦學特色(se)與品牌,及(ji)時分析預判未來產(chan)(chan)業(ye)(ye)(ye)發展趨勢,變“被動(dong)調(diao)整(zheng)”為“主動(dong)升(sheng)級”,全面(mian)提升(sheng)高職(zhi)(zhi)教育(yu)服務、支撐、引領產(chan)(chan)業(ye)(ye)(ye)高質量發展的能力。

高(gao)職院(yuan)(yuan)校應(ying)深(shen)(shen)度優化(hua)專(zhuan)業(ye)內涵,提(ti)(ti)高(gao)專(zhuan)業(ye)建(jian)設(she)(she)水(shui)平。一(yi)是(shi)加(jia)強雙師(shi)(shi)(shi)(shi)型(xing)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊伍(wu)建(jian)設(she)(she)。高(gao)職院(yuan)(yuan)校可在培(pei)養(yang)(yang)校內教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)基礎上吸納校外師(shi)(shi)(shi)(shi)資(zi)(zi),建(jian)立企業(ye)兼職師(shi)(shi)(shi)(shi)資(zi)(zi)庫,積極創造條(tiao)件(jian),搭建(jian)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)對接企業(ye)實(shi)(shi)(shi)(shi)(shi)踐(jian)(jian)的暢通渠道,落實(shi)(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)實(shi)(shi)(shi)(shi)(shi)訓(xun)要求(qiu)(qiu),提(ti)(ti)升(sheng)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)專(zhuan)業(ye)能力和實(shi)(shi)(shi)(shi)(shi)踐(jian)(jian)教(jiao)(jiao)(jiao)學能力,打造一(yi)支師(shi)(shi)(shi)(shi)德高(gao)尚(shang)、技(ji)(ji)藝精湛、專(zhuan)兼結合、充滿活(huo)力的高(gao)素質雙師(shi)(shi)(shi)(shi)型(xing)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊伍(wu)。二是(shi)提(ti)(ti)高(gao)課(ke)程(cheng)(cheng)教(jiao)(jiao)(jiao)學實(shi)(shi)(shi)(shi)(shi)踐(jian)(jian)性。著力深(shen)(shen)化(hua)教(jiao)(jiao)(jiao)材與(yu)實(shi)(shi)(shi)(shi)(shi)踐(jian)(jian)融合,優化(hua)課(ke)程(cheng)(cheng)結構(gou)體系,保證(zheng)課(ke)程(cheng)(cheng)內容隨行(xing)(xing)業(ye)產業(ye)變化(hua)適時更(geng)新(xin)、課(ke)程(cheng)(cheng)培(pei)養(yang)(yang)水(shui)平緊跟(gen)崗位技(ji)(ji)術要求(qiu)(qiu)。整合校企資(zi)(zi)源(yuan),最大限(xian)度為學生(sheng)提(ti)(ti)供實(shi)(shi)(shi)(shi)(shi)訓(xun)機會,形成教(jiao)(jiao)(jiao)學與(yu)實(shi)(shi)(shi)(shi)(shi)踐(jian)(jian)良性循環,實(shi)(shi)(shi)(shi)(shi)現“理論實(shi)(shi)(shi)(shi)(shi)踐(jian)(jian)一(yi)體化(hua)”課(ke)程(cheng)(cheng)建(jian)設(she)(she)。三是(shi)升(sheng)級更(geng)新(xin)軟硬件(jian)設(she)(she)施。高(gao)職院(yuan)(yuan)校要加(jia)大實(shi)(shi)(shi)(shi)(shi)習實(shi)(shi)(shi)(shi)(shi)訓(xun)資(zi)(zi)源(yuan)投(tou)入,對現有硬件(jian)設(she)(she)施和軟件(jian)資(zi)(zi)源(yuan)進行(xing)(xing)升(sheng)級和更(geng)新(xin),調動行(xing)(xing)業(ye)企業(ye)共同開發貼合實(shi)(shi)(shi)(shi)(shi)際的實(shi)(shi)(shi)(shi)(shi)驗實(shi)(shi)(shi)(shi)(shi)訓(xun)資(zi)(zi)源(yuan),提(ti)(ti)升(sheng)實(shi)(shi)(shi)(shi)(shi)踐(jian)(jian)教(jiao)(jiao)(jiao)學設(she)(she)施有效利(li)用率,提(ti)(ti)高(gao)專(zhuan)業(ye)建(jian)設(she)(she)水(shui)平,培(pei)養(yang)(yang)源(yuan)源(yuan)不斷(duan)的高(gao)素質技(ji)(ji)術技(ji)(ji)能人才。

建立完(wan)善(shan)的專(zhuan)(zhuan)業(ye)(ye)評(ping)(ping)(ping)估與預警機(ji)制(zhi)(zhi)。高職(zhi)院校要(yao)根據(ju)辦學(xue)(xue)定位(wei)和人才培養目標(biao)制(zhi)(zhi)定完(wan)善(shan)的專(zhuan)(zhuan)業(ye)(ye)評(ping)(ping)(ping)估機(ji)制(zhi)(zhi),根據(ju)學(xue)(xue)生學(xue)(xue)習成果,及時對(dui)專(zhuan)(zhuan)業(ye)(ye)、課程、教(jiao)學(xue)(xue)進行評(ping)(ping)(ping)估、診(zhen)斷(duan)、改進,從而提高專(zhuan)(zhuan)業(ye)(ye)建設水平。在專(zhuan)(zhuan)業(ye)(ye)評(ping)(ping)(ping)估和專(zhuan)(zhuan)業(ye)(ye)質量(liang)監控基礎上(shang),構建科(ke)學(xue)(xue)合理(li)的專(zhuan)(zhuan)業(ye)(ye)預警機(ji)制(zhi)(zhi),及時公布紅黃牌專(zhuan)(zhuan)業(ye)(ye),完(wan)善(shan)專(zhuan)(zhuan)業(ye)(ye)退出機(ji)制(zhi)(zhi),及時停招、停辦不能滿足辦學(xue)(xue)要(yao)求的專(zhuan)(zhuan)業(ye)(ye)。

高職院校應(ying)以(yi)區域經濟發(fa)(fa)展、產業(ye)發(fa)(fa)展為(wei)需求原點(dian),以(yi)服務產業(ye)鏈、崗(gang)位鏈為(wei)出發(fa)(fa)點(dian)進行專業(ye)設(she)置(zhi),實現(xian)職業(ye)教(jiao)育與經濟社會高質(zhi)量(liang)協調(diao)發(fa)(fa)展,為(wei)全(quan)面(mian)建設(she)社會主義現(xian)代化(hua)國家(jia)提供有力人(ren)才和(he)技能支(zhi)撐。
