高職院校現代產業學院建設的困境與改革路徑

一、現代產業學院發展面臨的困境

(一)產教“深度”融合難

高職(zhi)院(yuan)(yuan)(yuan)校(xiao)(xiao)(xiao)現(xian)(xian)(xian)代產業學院(yuan)(yuan)(yuan)是(shi)(shi)圍繞產教(jiao)(jiao)(jiao)融合(he)而衍生(sheng)的(de)(de)(de)校(xiao)(xiao)(xiao)企(qi)(qi)(qi)命運共同體(ti),具(ju)有(you)(you)辦(ban)學模式(shi)多樣性和(he)(he)(he)辦(ban)學主(zhu)體(ti)多元性的(de)(de)(de)特點。高職(zhi)院(yuan)(yuan)(yuan)校(xiao)(xiao)(xiao)現(xian)(xian)(xian)代產業學院(yuan)(yuan)(yuan)按共建主(zhu)體(ti)有(you)(you)校(xiao)(xiao)(xiao)—企(qi)(qi)(qi)型(xing)、校(xiao)(xiao)(xiao)—行(xing)型(xing)、校(xiao)(xiao)(xiao)—政型(xing)、校(xiao)(xiao)(xiao)—行(xing)—企(qi)(qi)(qi)型(xing)、校(xiao)(xiao)(xiao)—政—企(qi)(qi)(qi)型(xing)、校(xiao)(xiao)(xiao)—政—行(xing)型(xing)、校(xiao)(xiao)(xiao)—政—行(xing)—企(qi)(qi)(qi)型(xing)等七(qi)種辦(ban)學模式(shi),區(qu)別在(zai)于(yu)建設主(zhu)體(ti)的(de)(de)(de)核心(xin)訴(su)求和(he)(he)(he)現(xian)(xian)(xian)代產業學院(yuan)(yuan)(yuan)的(de)(de)(de)目標定位不相(xiang)同。在(zai)實踐(jian)中,我(wo)國高職(zhi)院(yuan)(yuan)(yuan)校(xiao)(xiao)(xiao)現(xian)(xian)(xian)代產業學院(yuan)(yuan)(yuan)多是(shi)(shi)“校(xiao)(xiao)(xiao)—企(qi)(qi)(qi)型(xing)”,優勢(shi)表現(xian)(xian)(xian)為校(xiao)(xiao)(xiao)企(qi)(qi)(qi)雙方是(shi)(shi)主(zhu)導者(zhe)、治理(li)者(zhe)和(he)(he)(he)管理(li)者(zhe),能整合(he)院(yuan)(yuan)(yuan)校(xiao)(xiao)(xiao)的(de)(de)(de)教(jiao)(jiao)(jiao)育資源和(he)(he)(he)企(qi)(qi)(qi)業的(de)(de)(de)技術(shu)資源,融合(he)“教(jiao)(jiao)(jiao)”元素和(he)(he)(he)“產”元素;劣勢(shi)表現(xian)(xian)(xian)為校(xiao)(xiao)(xiao)企(qi)(qi)(qi)雙方僅(jin)由(you)協議約束有(you)(you)限的(de)(de)(de)事項,未實施規范(fan)化的(de)(de)(de)建章(zhang)立(li)制,校(xiao)(xiao)(xiao)企(qi)(qi)(qi)合(he)作(zuo)存在(zai)“兩(liang)張皮”的(de)(de)(de)現(xian)(xian)(xian)象,產教(jiao)(jiao)(jiao)脫(tuo)節、供需脫(tuo)節導致產教(jiao)(jiao)(jiao)“深度”融合(he)難。

(二)“多元”主體育(yu)人難

《現(xian)代(dai)產業(ye)(ye)(ye)學院(yuan)(yuan)建(jian)設(she)指(zhi)南(試行(xing))》指(zhi)出,產業(ye)(ye)(ye)學院(yuan)(yuan)的(de)(de)建(jian)設(she)主體(ti)包(bao)括院(yuan)(yuan)校(xiao)(xiao)(xiao)、地方政府、行(xing)業(ye)(ye)(ye)協(xie)會(hui)、企(qi)業(ye)(ye)(ye)機構等。政府重(zhong)(zhong)(zhong)視(shi)(shi)政治價(jia)值(zhi),重(zhong)(zhong)(zhong)點在(zai)于(yu)(yu)統籌人(ren)才供需平衡、助力區域經(jing)濟發展;行(xing)業(ye)(ye)(ye)重(zhong)(zhong)(zhong)視(shi)(shi)社會(hui)價(jia)值(zhi),重(zhong)(zhong)(zhong)點在(zai)于(yu)(yu)培養引領本行(xing)業(ye)(ye)(ye)發展的(de)(de)人(ren)才,推動行(xing)業(ye)(ye)(ye)的(de)(de)可持續發展;院(yuan)(yuan)校(xiao)(xiao)(xiao)重(zhong)(zhong)(zhong)視(shi)(shi)教育價(jia)值(zhi),重(zhong)(zhong)(zhong)點在(zai)于(yu)(yu)提高(gao)(gao)人(ren)才綜合素(su)質,提升專業(ye)(ye)(ye)(群)建(jian)設(she)質量;企(qi)業(ye)(ye)(ye)重(zhong)(zhong)(zhong)視(shi)(shi)經(jing)濟價(jia)值(zhi),重(zhong)(zhong)(zhong)點在(zai)于(yu)(yu)儲備專業(ye)(ye)(ye)化(hua)(hua)人(ren)才,提高(gao)(gao)企(qi)業(ye)(ye)(ye)的(de)(de)盈利能力。由于(yu)(yu)政行(xing)校(xiao)(xiao)(xiao)企(qi)的(de)(de)價(jia)值(zhi)訴求存(cun)在(zai)差異,多方主體(ti)的(de)(de)目(mu)標分散,在(zai)現(xian)代(dai)產業(ye)(ye)(ye)學院(yuan)(yuan)的(de)(de)目(mu)標定位、專業(ye)(ye)(ye)設(she)置、課程體(ti)系、教學場域等方面受(shou)到(dao)掣肘,這種(zhong)掣肘激化(hua)(hua)了理念沖突(tu)和合作矛盾,進而影響主體(ti)“多元(yuan)”育人(ren),阻(zu)礙(ai)高(gao)(gao)職院(yuan)(yuan)校(xiao)(xiao)(xiao)現(xian)代(dai)產業(ye)(ye)(ye)學院(yuan)(yuan)的(de)(de)實踐探索。

(三)有效“協(xie)同”治理難

當前,我(wo)國高(gao)(gao)職院(yuan)校探索出(chu)三(san)(san)種現(xian)代產業學院(yuan)治(zhi)(zhi)(zhi)理(li)模(mo)式(shi)。一是(shi)理(li)事(shi)會(hui)(hui)或(huo)(huo)董(dong)事(shi)會(hui)(hui)領(ling)導(dao)(dao)下的院(yuan)長(chang)負責制(zhi),其特征(zheng)為多方(fang)主(zhu)(zhu)體(ti)共同參(can)與(yu)治(zhi)(zhi)(zhi)理(li),有利于協調主(zhu)(zhu)體(ti)矛盾,規范主(zhu)(zhu)體(ti)行為,但各(ge)主(zhu)(zhu)體(ti)的相關度(du)不(bu)(bu)高(gao)(gao),聯(lian)結程度(du)不(bu)(bu)高(gao)(gao)。二是(shi)黨委(wei)領(ling)導(dao)(dao)下的院(yuan)長(chang)負責制(zhi),其特征(zheng)為院(yuan)校占主(zhu)(zhu)導(dao)(dao)地位,重視內部(bu)治(zhi)(zhi)(zhi)理(li)監督保障,但其他主(zhu)(zhu)體(ti)難(nan)以參(can)與(yu)到(dao)內部(bu)治(zhi)(zhi)(zhi)理(li)中。三(san)(san)是(shi)理(li)事(shi)會(hui)(hui)或(huo)(huo)董(dong)事(shi)會(hui)(hui)領(ling)導(dao)(dao)下的雙院(yuan)長(chang)負責制(zhi),其特征(zheng)是(shi)實(shi)現(xian)校企(qi)雙方(fang)權力分配,分權治(zhi)(zhi)(zhi)理(li),主(zhu)(zhu)體(ti)間信賴程度(du)高(gao)(gao),聯(lian)結程度(du)高(gao)(gao),但主(zhu)(zhu)體(ti)的多元性低。上述(shu)三(san)(san)種模(mo)式(shi)均具有主(zhu)(zhu)體(ti)多元性的特征(zheng),但治(zhi)(zhi)(zhi)理(li)主(zhu)(zhu)體(ti)和主(zhu)(zhu)體(ti)間的聯(lian)結程度(du)不(bu)(bu)同,導(dao)(dao)致育人的實(shi)際導(dao)(dao)向不(bu)(bu)同,要實(shi)現(xian)有效“協同”治(zhi)(zhi)(zhi)理(li)需要進(jin)一步完善優化治(zhi)(zhi)(zhi)理(li)模(mo)式(shi)。

(四)機制障礙“破(po)除”難

盡管國家出臺(tai)了(le)《現(xian)(xian)(xian)代產(chan)(chan)業(ye)(ye)(ye)學(xue)院(yuan)建設(she)指南(nan)(試行)》等(deng)相關(guan)政策(ce)文件(jian),但也僅從(cong)宏觀層面提出了(le)現(xian)(xian)(xian)代產(chan)(chan)業(ye)(ye)(ye)學(xue)院(yuan)的(de)(de)(de)建設(she)目標(biao)、建設(she)原(yuan)則(ze)和建設(she)任(ren)務,微觀層面可(ke)操(cao)作性較(jiao)弱。尤其是(shi)(shi)體制(zhi)(zhi)機(ji)(ji)(ji)制(zhi)(zhi)存在的(de)(de)(de)障礙難(nan)以破(po)解,導致高職(zhi)院(yuan)校(xiao)(xiao)現(xian)(xian)(xian)代產(chan)(chan)業(ye)(ye)(ye)學(xue)院(yuan)存在三(san)個方面的(de)(de)(de)問題。一是(shi)(shi)產(chan)(chan)權界(jie)定不明(ming)晰,缺(que)乏(fa)產(chan)(chan)業(ye)(ye)(ye)學(xue)院(yuan)有形和無(wu)形資產(chan)(chan)的(de)(de)(de)界(jie)定,主(zhu)體權益(yi)無(wu)法(fa)保(bao)障,影響行業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)參與(yu)的(de)(de)(de)積極性;二是(shi)(shi)職(zhi)責劃分不明(ming)確,缺(que)乏(fa)各(ge)方主(zhu)體法(fa)律地位的(de)(de)(de)定位,各(ge)方主(zhu)體未發(fa)揮最大(da)效能(neng);三(san)是(shi)(shi)利益(yi)分配有分歧,缺(que)乏(fa)利益(yi)分配和保(bao)障機(ji)(ji)(ji)制(zhi)(zhi),導致矛盾沖(chong)突的(de)(de)(de)發(fa)生。高職(zhi)院(yuan)校(xiao)(xiao)現(xian)(xian)(xian)代產(chan)(chan)業(ye)(ye)(ye)學(xue)院(yuan)是(shi)(shi)混(hun)合型機(ji)(ji)(ji)構(gou),由于高職(zhi)院(yuan)校(xiao)(xiao)原(yuan)有的(de)(de)(de)體制(zhi)(zhi)機(ji)(ji)(ji)制(zhi)(zhi)與(yu)企(qi)業(ye)(ye)(ye)的(de)(de)(de)市(shi)場化(hua)機(ji)(ji)(ji)制(zhi)(zhi)差異大(da)、融合難(nan),現(xian)(xian)(xian)有的(de)(de)(de)政策(ce)文件(jian)尚(shang)且不能(neng)支撐快速創(chuang)新發(fa)展的(de)(de)(de)產(chan)(chan)業(ye)(ye)(ye)學(xue)院(yuan),故而出現(xian)(xian)(xian)產(chan)(chan)權歸(gui)屬、職(zhi)責劃分、利益(yi)分配等(deng)方面的(de)(de)(de)問題。

二、現代產業學院發展路徑

(一)明確主體建設功能和(he)職責

在政(zheng)府層面,要(yao)完善支持高職(zhi)(zhi)院(yuan)校(xiao)混合(he)所有(you)制現(xian)代產(chan)業(ye)學院(yuan)建設(she)(she)的(de)政(zheng)策,以一定比例賦予建設(she)(she)主(zhu)體(ti)(ti)(ti)產(chan)權,明晰建設(she)(she)主(zhu)體(ti)(ti)(ti)職(zhi)(zhi)責權利的(de)劃分,突出(chu)校(xiao)企的(de)核心主(zhu)體(ti)(ti)(ti)地位。在行業(ye)層面,要(yao)搭建校(xiao)企合(he)作平臺,提供(gong)優質的(de)技術資源、產(chan)業(ye)資源和社會資源,細(xi)化資源使用(yong)辦法。在企業(ye)層面,要(yao)深入(ru)參與人才(cai)培(pei)養(yang)全過程,共建實(shi)習實(shi)訓基(ji)(ji)地、共同開發(fa)課程和教材、共同打造“雙(shuang)師型(xing)”高素質教師團隊等。在學校(xiao)層面,要(yao)擔負人才(cai)培(pei)養(yang)主(zhu)體(ti)(ti)(ti)責任(ren),在專業(ye)設(she)(she)置、人才(cai)培(pei)養(yang)方(fang)案制訂(ding)、課程建設(she)(she)、教學改革、基(ji)(ji)地平臺建設(she)(she)等方(fang)面發(fa)揮好主(zhu)導(dao)和主(zhu)體(ti)(ti)(ti)作用(yong)。

(二)確立(li)現代產業(ye)學院法人地(di)位

高職(zhi)(zhi)(zhi)(zhi)(zhi)院校(xiao)現代(dai)(dai)產(chan)(chan)業(ye)(ye)學院的產(chan)(chan)權(quan)涉及基地、設備(bei)、股權(quan)等(deng)(deng)(deng)有(you)形資產(chan)(chan)及增值(zhi)收(shou)益(yi)(yi)、品牌價值(zhi)等(deng)(deng)(deng)無形資產(chan)(chan)。明(ming)確多方主(zhu)(zhu)體(ti)的產(chan)(chan)權(quan)歸屬(shu)、職(zhi)(zhi)(zhi)(zhi)(zhi)責劃分(fen)(fen)、利益(yi)(yi)分(fen)(fen)配是高職(zhi)(zhi)(zhi)(zhi)(zhi)院校(xiao)現代(dai)(dai)產(chan)(chan)業(ye)(ye)學院建設的“前提(ti)”。法(fa)人地位能夠規避校(xiao)企合作中的連帶(dai)責任(ren)風險(xian)、產(chan)(chan)權(quan)保(bao)護風險(xian)等(deng)(deng)(deng)問題,有(you)利于(yu)強(qiang)化作為投資方的行業(ye)(ye)企業(ye)(ye)參(can)與建設現代(dai)(dai)產(chan)(chan)業(ye)(ye)學院的意(yi)愿(yuan),有(you)利于(yu)引入行業(ye)(ye)資本和企業(ye)(ye)資源。因此,政府層面,需要(yao)適時立法(fa)確定高職(zhi)(zhi)(zhi)(zhi)(zhi)院校(xiao)現代(dai)(dai)產(chan)(chan)業(ye)(ye)學院的法(fa)人地位,賦予產(chan)(chan)業(ye)(ye)學院獨立主(zhu)(zhu)體(ti)權(quan),界定產(chan)(chan)權(quan)歸屬(shu)、明(ming)確職(zhi)(zhi)(zhi)(zhi)(zhi)責劃分(fen)(fen)、明(ming)晰股權(quan)等(deng)(deng)(deng)利益(yi)(yi)分(fen)(fen)配,保(bao)障建設主(zhu)(zhu)體(ti)的權(quan)益(yi)(yi)。

(三)建(jian)立(li)多主(zhu)體共(gong)建(jian)共(gong)管共(gong)治機(ji)制

現(xian)(xian)代產業(ye)(ye)學(xue)院實(shi)行(xing)董(dong)事(shi)(shi)(shi)會(hui)(hui)(理(li)(li)事(shi)(shi)(shi)會(hui)(hui))領(ling)(ling)導(dao)下的(de)院長(chang)負責制。首先,成立高(gao)職(zhi)院校(xiao)現(xian)(xian)代產業(ye)(ye)學(xue)院董(dong)事(shi)(shi)(shi)會(hui)(hui)(理(li)(li)事(shi)(shi)(shi)會(hui)(hui)),吸引政府、行(xing)業(ye)(ye)、企(qi)業(ye)(ye)等相關(guan)部(bu)門(men)的(de)管(guan)理(li)(li)者成為董(dong)事(shi)(shi)(shi)會(hui)(hui)(理(li)(li)事(shi)(shi)(shi)會(hui)(hui))成員(yuan)(yuan),選舉(ju)產生會(hui)(hui)長(chang)、副會(hui)(hui)長(chang)及領(ling)(ling)導(dao)成員(yuan)(yuan);其次,由(you)董(dong)事(shi)(shi)(shi)會(hui)(hui)(理(li)(li)事(shi)(shi)(shi)會(hui)(hui))任(ren)命產業(ye)(ye)學(xue)院院長(chang),院長(chang)擁(yong)有(you)最(zui)高(gao)執行(xing)權,并(bing)對產業(ye)(ye)學(xue)院治(zhi)理(li)(li)全面(mian)負責;最(zui)后,由(you)董(dong)事(shi)(shi)(shi)會(hui)(hui)(理(li)(li)事(shi)(shi)(shi)會(hui)(hui))約定協(xie)商(shang)行(xing)動章程,規范主(zhu)體職(zhi)責,集中產權分配,對高(gao)職(zhi)院校(xiao)產業(ye)(ye)學(xue)院的(de)年度(du)發展計劃、年度(du)預算、“雙師”互(hu)聘、考核(he)評(ping)價等重(zhong)大事(shi)(shi)(shi)項進行(xing)決策,做(zuo)好協(xie)調工作,實(shi)現(xian)(xian)多主(zhu)體“共建共商(shang)共治(zhi)”。

(四)加(jia)強“工學研創服”一體化建設

高(gao)(gao)職院(yuan)(yuan)(yuan)(yuan)校(xiao)現(xian)代(dai)(dai)產業(ye)(ye)學(xue)院(yuan)(yuan)(yuan)(yuan)是集“就(jiu)業(ye)(ye)工(gong)(gong)作(zuo)、教(jiao)學(xue)活動(dong)(dong)、成果研(yan)(yan)發(fa)(fa)、創(chuang)新項目(mu)和(he)社會服(fu)務(wu)(wu)”等(deng)多用途于(yu)一體(ti)(ti)的育人場所(suo)(suo),需要(yao)根據政(zheng)府訴(su)(su)(su)求(qiu)(qiu)、行業(ye)(ye)訴(su)(su)(su)求(qiu)(qiu)、院(yuan)(yuan)(yuan)(yuan)校(xiao)訴(su)(su)(su)求(qiu)(qiu)、企(qi)(qi)業(ye)(ye)訴(su)(su)(su)求(qiu)(qiu)、教(jiao)師(shi)訴(su)(su)(su)求(qiu)(qiu)和(he)學(xue)生訴(su)(su)(su)求(qiu)(qiu),統籌加強工(gong)(gong)學(xue)研(yan)(yan)創(chuang)服(fu)一體(ti)(ti)化建(jian)(jian)設(she)(she),發(fa)(fa)揮資(zi)源最(zui)大效(xiao)應。在(zai)就(jiu)業(ye)(ye)工(gong)(gong)作(zuo)方面(mian),建(jian)(jian)議(yi)(yi)高(gao)(gao)職院(yuan)(yuan)(yuan)(yuan)校(xiao)主(zhu)動(dong)(dong)邀請企(qi)(qi)業(ye)(ye)投資(zi)建(jian)(jian)設(she)(she),提(ti)供定向就(jiu)業(ye)(ye)崗(gang)位;校(xiao)企(qi)(qi)開展(zhan)招生招工(gong)(gong)一體(ti)(ti)化工(gong)(gong)作(zuo),共享(xiang)(xiang)“人才紅利(li)”。在(zai)教(jiao)學(xue)活動(dong)(dong)方面(mian),建(jian)(jian)議(yi)(yi)校(xiao)企(qi)(qi)雙(shuang)方共同(tong)(tong)開發(fa)(fa)教(jiao)學(xue)資(zi)源庫和(he)活頁(ye)式(shi)教(jiao)材,在(zai)教(jiao)學(xue)過程(cheng)中適當引入(ru)(ru)項目(mu)式(shi)教(jiao)學(xue),推動(dong)(dong)高(gao)(gao)職院(yuan)(yuan)(yuan)(yuan)校(xiao)高(gao)(gao)質量(liang)發(fa)(fa)展(zhan),加快企(qi)(qi)業(ye)(ye)轉型升級,共享(xiang)(xiang)“發(fa)(fa)展(zhan)紅利(li)”。在(zai)成果研(yan)(yan)發(fa)(fa)方面(mian),建(jian)(jian)議(yi)(yi)高(gao)(gao)職院(yuan)(yuan)(yuan)(yuan)校(xiao)的專任教(jiao)師(shi)、企(qi)(qi)業(ye)(ye)的研(yan)(yan)發(fa)(fa)人員(yuan)、科研(yan)(yan)院(yuan)(yuan)(yuan)(yuan)所(suo)(suo)的科研(yan)(yan)導師(shi)共同(tong)(tong)承擔(dan)產品研(yan)(yan)發(fa)(fa)、項目(mu)研(yan)(yan)究、專利(li)申請等(deng),將(jiang)一部分成果收益以(yi)績效(xiao)獎(jiang)金的形式(shi)發(fa)(fa)放(fang)。在(zai)創(chuang)新項目(mu)方面(mian),建(jian)(jian)議(yi)(yi)校(xiao)企(qi)(qi)共同(tong)(tong)搭建(jian)(jian)虛(xu)擬現(xian)場互動(dong)(dong)云(yun)平臺,線上宣傳推廣創(chuang)新項目(mu),提(ti)高(gao)(gao)現(xian)代(dai)(dai)產業(ye)(ye)學(xue)院(yuan)(yuan)(yuan)(yuan)的知名度和(he)美譽度,以(yi)吸引更多主(zhu)體(ti)(ti)參與(yu)到產業(ye)(ye)學(xue)院(yuan)(yuan)(yuan)(yuan)建(jian)(jian)設(she)(she)中,共享(xiang)(xiang)“流量(liang)紅利(li)”。在(zai)社會服(fu)務(wu)(wu)方面(mian),建(jian)(jian)議(yi)(yi)校(xiao)企(qi)(qi)雙(shuang)方有償開展(zhan)社會培訓、技術(shu)咨(zi)詢或服(fu)務(wu)(wu)項目(mu),將(jiang)取得的收入(ru)(ru)按一定比例(li)作(zuo)為現(xian)代(dai)(dai)產業(ye)(ye)學(xue)院(yuan)(yuan)(yuan)(yuan)建(jian)(jian)設(she)(she)經(jing)費使用;獎(jiang)勵(li)具有建(jian)(jian)設(she)(she)成效(xiao)的現(xian)代(dai)(dai)產業(ye)(ye)學(xue)院(yuan)(yuan)(yuan)(yuan),共享(xiang)(xiang)“經(jing)濟紅利(li)”。

(五)積(ji)極開(kai)展校企協同(tong)育人探索

(六)協(xie)商共(gong)定風險共(gong)擔協(xie)議

高(gao)(gao)職(zhi)院(yuan)(yuan)校現代(dai)(dai)產(chan)(chan)業學(xue)(xue)院(yuan)(yuan)在(zai)建(jian)設過程中,可能存(cun)在(zai)政(zheng)策波動(dong)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)、市場競爭(zheng)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)、辦學(xue)(xue)質量風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)、產(chan)(chan)權(quan)(quan)(quan)轉讓風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)、資(zi)本(ben)投入風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)等問題,要通過風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)共(gong)(gong)擔(dan)(dan)協(xie)議(yi)來約束和防范風(feng)(feng)(feng)(feng)險(xian)(xian)(xian),為多主(zhu)(zhu)體提(ti)供保(bao)(bao)障。首先,在(zai)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)共(gong)(gong)擔(dan)(dan)協(xie)議(yi)的(de)(de)制定(ding)上(shang),由董事會(理事會)廣泛征求多方主(zhu)(zhu)體的(de)(de)意(yi)見,在(zai)產(chan)(chan)權(quan)(quan)(quan)歸屬(shu)、職(zhi)責劃(hua)分(fen)、利(li)(li)益分(fen)配(pei)(pei)等關鍵問題上(shang)達(da)成一致,簽訂多方主(zhu)(zhu)體風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)共(gong)(gong)擔(dan)(dan)協(xie)議(yi)。其次,在(zai)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)共(gong)(gong)擔(dan)(dan)協(xie)議(yi)的(de)(de)實(shi)施上(shang),要考慮高(gao)(gao)職(zhi)院(yuan)(yuan)校現代(dai)(dai)產(chan)(chan)業學(xue)(xue)院(yuan)(yuan)的(de)(de)產(chan)(chan)業性、學(xue)(xue)院(yuan)(yuan)性。行業企(qi)業發揮(hui)(hui)“產(chan)(chan)業性”優(you)(you)勢(shi),培(pei)養契合產(chan)(chan)業人(ren)才需求的(de)(de)高(gao)(gao)素(su)質技術(shu)技能人(ren)才,提(ti)高(gao)(gao)應(ying)對(dui)市場競爭(zheng)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)的(de)(de)能力(li)。高(gao)(gao)職(zhi)院(yuan)(yuan)校發揮(hui)(hui)“學(xue)(xue)院(yuan)(yuan)性”優(you)(you)勢(shi),與國有企(qi)業、優(you)(you)勢(shi)企(qi)業、行業協(xie)會等進行深度(du)合作,避免(mian)過度(du)追求短(duan)期(qi)利(li)(li)益,規(gui)避辦學(xue)(xue)質量風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)。地方政(zheng)府發揮(hui)(hui)“宏觀(guan)性”優(you)(you)勢(shi),出臺(tai)相關實(shi)施細則,分(fen)配(pei)(pei)主(zhu)(zhu)體職(zhi)責,界定(ding)產(chan)(chan)權(quan)(quan)(quan)歸屬(shu),保(bao)(bao)證資(zi)金(jin)鏈(lian)安全,限制由于融資(zi)難、利(li)(li)益矛盾而產(chan)(chan)生的(de)(de)股權(quan)(quan)(quan)轉讓,避免(mian)產(chan)(chan)權(quan)(quan)(quan)轉讓風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)。最(zui)后,在(zai)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)共(gong)(gong)擔(dan)(dan)協(xie)議(yi)的(de)(de)保(bao)(bao)障上(shang),建(jian)議(yi)由地方政(zheng)府出臺(tai)與協(xie)議(yi)配(pei)(pei)套的(de)(de)法律法規(gui),以(yi)減免(mian)稅(shui)收、資(zi)金(jin)申(shen)請等形式對(dui)高(gao)(gao)職(zhi)院(yuan)(yuan)校現代(dai)(dai)產(chan)(chan)業學(xue)(xue)院(yuan)(yuan)的(de)(de)建(jian)設主(zhu)(zhu)體予以(yi)政(zheng)策扶持(chi),緩解資(zi)產(chan)(chan)投入風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)。(節選(xuan)自(zi)《職(zhi)業技術(shu)教育(yu)》2023年第26期(qi))
