中國特色高水平高職專業群建設的行動方向

一、完善高水平高職專業群建設內部治理機制

要進一步(bu)加強中(zhong)(zhong)國特色高(gao)水(shui)(shui)平(ping)高(gao)職專(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)群(qun)建(jian)設(she)(she)績效(xiao)指(zhi)(zhi)標(biao)(biao)精細化管理。一是(shi)各項(xiang)目(mu)建(jian)設(she)(she)單(dan)位要在教育行政(zheng)主(zhu)管部門的(de)宏觀(guan)指(zhi)(zhi)導下,推進學校分(fen)(fen)權(quan)和(he)管理重心下移(yi),構(gou)建(jian)專(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)群(qun)“雙(shuang)(shuang)帶(dai)頭人(ren)”的(de)高(gao)水(shui)(shui)平(ping)專(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)群(qun)建(jian)設(she)(she)推進機制(zhi),賦予(yu)“雙(shuang)(shuang)帶(dai)頭人(ren)”更大(da)職能(neng),充分(fen)(fen)發(fa)(fa)揮專(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(群(qun))帶(dai)頭人(ren)的(de)學術引領(ling)作用(yong),如專(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)群(qun)帶(dai)頭人(ren)主(zhu)要統籌規劃專(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)建(jian)設(she)(she)的(de)改革與(yu)(yu)(yu)發(fa)(fa)展,研制(zhi)專(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)人(ren)才培養方案,修(xiu)訂專(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)教學標(biao)(biao)準(zhun);專(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)群(qun)建(jian)設(she)(she)負責(ze)人(ren)主(zhu)要負責(ze)管理與(yu)(yu)(yu)專(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)發(fa)(fa)展相關的(de)行政(zheng)事(shi)務,同(tong)時(shi)各職能(neng)部門要通力合(he)作,全面提(ti)升專(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)群(qun)的(de)效(xiao)率和(he)創新活力。二是(shi)中(zhong)(zhong)國特色高(gao)水(shui)(shui)平(ping)高(gao)職專(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)群(qun)項(xiang)目(mu)建(jian)設(she)(she)單(dan)位要充分(fen)(fen)利用(yong)大(da)數據(ju)技(ji)術構(gou)建(jian)“雙(shuang)(shuang)高(gao)計劃”建(jian)設(she)(she)管理數字(zi)化平(ping)臺,通過(guo)“數據(ju)畫像”“數據(ju)追蹤”與(yu)(yu)(yu)“數據(ju)驅動(dong)”實(shi)(shi)施動(dong)態(tai)監控、實(shi)(shi)時(shi)反饋、即時(shi)整改,進一步(bu)推動(dong)高(gao)水(shui)(shui)平(ping)專(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)群(qun)項(xiang)目(mu)建(jian)設(she)(she)質(zhi)量持續提(ti)升。三是(shi)各項(xiang)目(mu)建(jian)設(she)(she)單(dan)位要進一步(bu)改革與(yu)(yu)(yu)完善專(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)群(qun)績效(xiao)考(kao)核與(yu)(yu)(yu)分(fen)(fen)配機制(zhi),在績效(xiao)考(kao)核時(shi),不僅(jin)要注重標(biao)(biao)志性成果產出的(de)數量指(zhi)(zhi)標(biao)(biao)與(yu)(yu)(yu)質(zhi)量指(zhi)(zhi)標(biao)(biao),而且更應該注重專(zhuan)(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)群(qun)建(jian)設(she)(she)的(de)效(xiao)益(yi)指(zhi)(zhi)標(biao)(biao)是(shi)否與(yu)(yu)(yu)區域產業(ye)(ye)(ye)經(jing)濟發(fa)(fa)展相契合(he)。

二、激發教師隊伍參與高水平高職專業群建設的內生動力

三、加快推進高水平高職專業群貫通式人才培養

中國特(te)色高(gao)水平(ping)(ping)高(gao)職(zhi)(zhi)(zhi)(zhi)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)群(qun)(qun)建(jian)(jian)(jian)(jian)設(she)要(yao)(yao)適(shi)應(ying)契合區域產業(ye)(ye)(ye)(ye)(ye)(ye)經濟發(fa)展(zhan)的(de)(de)需求(qiu),加快推進(jin)高(gao)水平(ping)(ping)高(gao)職(zhi)(zhi)(zhi)(zhi)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)群(qun)(qun)“專(zhuan)(zhuan)(zhuan)科(ke)—本科(ke)—研(yan)(yan)究(jiu)生(sheng)(sheng)”層(ceng)次(ci)的(de)(de)貫通式(shi)人(ren)(ren)才(cai)(cai)培(pei)養(yang)(yang),從專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)建(jian)(jian)(jian)(jian)設(she)的(de)(de)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)標(biao)準(zhun)(zhun)(zhun)、課程(cheng)標(biao)準(zhun)(zhun)(zhun)、師(shi)(shi)資標(biao)準(zhun)(zhun)(zhun)、學(xue)位(wei)(wei)授予標(biao)準(zhun)(zhun)(zhun)等(deng)方(fang)面,高(gao)起點高(gao)標(biao)準(zhun)(zhun)(zhun)構(gou)建(jian)(jian)(jian)(jian)本科(ke)層(ceng)次(ci)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育建(jian)(jian)(jian)(jian)設(she)的(de)(de)頂層(ceng)設(she)計(ji)。對于(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育行政管(guan)理部門(men)來說,要(yao)(yao)完善(shan)頂層(ceng)設(she)計(ji),加強對各項(xiang)目(mu)(mu)建(jian)(jian)(jian)(jian)設(she)單位(wei)(wei)的(de)(de)宏(hong)觀指(zhi)導。對于(yu)各項(xiang)目(mu)(mu)建(jian)(jian)(jian)(jian)設(she)單位(wei)(wei)來說,一(yi)是在教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)材內(nei)容上要(yao)(yao)對接(jie)崗位(wei)(wei)新(xin)(xin)標(biao)準(zhun)(zhun)(zhun)、新(xin)(xin)要(yao)(yao)求(qiu)、新(xin)(xin)工(gong)藝等(deng)產業(ye)(ye)(ye)(ye)(ye)(ye)先進(jin)元(yuan)素,突出(chu)(chu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)材的(de)(de)實用性與(yu)實時(shi)性,使學(xue)生(sheng)(sheng)能(neng)(neng)(neng)在短時(shi)間(jian)內(nei)適(shi)應(ying)行業(ye)(ye)(ye)(ye)(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)工(gong)作(zuo)要(yao)(yao)求(qiu),促進(jin)高(gao)職(zhi)(zhi)(zhi)(zhi)學(xue)生(sheng)(sheng)畢業(ye)(ye)(ye)(ye)(ye)(ye)后就能(neng)(neng)(neng)順利上崗。二是各項(xiang)目(mu)(mu)建(jian)(jian)(jian)(jian)設(she)單位(wei)(wei)要(yao)(yao)與(yu)管(guan)理水平(ping)(ping)高(gao)、經濟效益好、企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)文化底(di)蘊濃厚、技術(shu)(shu)(shu)先進(jin)的(de)(de)優質企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye),深(shen)度(du)構(gou)建(jian)(jian)(jian)(jian)校企(qi)(qi)(qi)(qi)合作(zuo)雙向(xiang)互動機制(zhi),學(xue)校按照一(yi)定標(biao)準(zhun)(zhun)(zhun)遴選(xuan)出(chu)(chu)相關專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi),并(bing)(bing)采取分期分批次(ci)等(deng)方(fang)式(shi),派遣所遴選(xuan)的(de)(de)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)赴企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)掛職(zhi)(zhi)(zhi)(zhi)鍛煉至少6個月(yue)以上,企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)在學(xue)校建(jian)(jian)(jian)(jian)立(li)大師(shi)(shi)工(gong)作(zuo)室與(yu)工(gong)匠工(gong)作(zuo)室,并(bing)(bing)派技術(shu)(shu)(shu)骨干常駐學(xue)校擔任企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)導師(shi)(shi),實現學(xue)校與(yu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)的(de)(de)無縫對接(jie),形成校企(qi)(qi)(qi)(qi)協同(tong)推動技術(shu)(shu)(shu)技能(neng)(neng)(neng)服(fu)務創新(xin)(xin)發(fa)展(zhan)的(de)(de)良好生(sheng)(sheng)態氛圍。三是校企(qi)(qi)(qi)(qi)聯合編寫職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)材,邀(yao)請行業(ye)(ye)(ye)(ye)(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)專(zhuan)(zhuan)(zhuan)家與(yu)能(neng)(neng)(neng)工(gong)巧匠參與(yu)高(gao)職(zhi)(zhi)(zhi)(zhi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)材的(de)(de)編寫工(gong)作(zuo),充分發(fa)揮行業(ye)(ye)(ye)(ye)(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)專(zhuan)(zhuan)(zhuan)家與(yu)高(gao)職(zhi)(zhi)(zhi)(zhi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)各自(zi)的(de)(de)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)特(te)長,深(shen)入研(yan)(yan)究(jiu)分析教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)材的(de)(de)體(ti)例與(yu)內(nei)容,及時(shi)將(jiang)新(xin)(xin)技術(shu)(shu)(shu)、新(xin)(xin)工(gong)藝、新(xin)(xin)規(gui)范融入教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)材內(nei)容中,共(gong)同(tong)研(yan)(yan)發(fa)出(chu)(chu)一(yi)批高(gao)度(du)項(xiang)目(mu)(mu)化、智(zhi)能(neng)(neng)(neng)化的(de)(de)新(xin)(xin)型立(li)體(ti)智(zhi)慧(hui)型教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)材,打造特(te)色鮮明的(de)(de)高(gao)職(zhi)(zhi)(zhi)(zhi)校企(qi)(qi)(qi)(qi)“雙元(yuan)”合作(zuo)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)材。四是成立(li)由專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)、行業(ye)(ye)(ye)(ye)(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)專(zhuan)(zhuan)(zhuan)家、教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)科(ke)研(yan)(yan)人(ren)(ren)員(yuan)(yuan)、教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)管(guan)理人(ren)(ren)員(yuan)(yuan)等(deng)共(gong)同(tong)組成的(de)(de)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)委員(yuan)(yuan)會,根據高(gao)職(zhi)(zhi)(zhi)(zhi)學(xue)生(sheng)(sheng)與(yu)高(gao)職(zhi)(zhi)(zhi)(zhi)院校發(fa)展(zhan)的(de)(de)特(te)點,定期召開(kai)專(zhuan)(zhuan)(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)建(jian)(jian)(jian)(jian)設(she)和教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)質量(liang)診改例會,對人(ren)(ren)才(cai)(cai)培(pei)養(yang)(yang)進(jin)行全過(guo)程(cheng)監控與(yu)質量(liang)評價(jia),從而確保人(ren)(ren)才(cai)(cai)培(pei)養(yang)(yang)質量(liang)。

四、多措并舉加強高水平高職專業群國際化合作
